India anti-corruption law doesn't clear Parliament

India's Parliament was unable to pass an anti-corruption bill that had been cleared by the powerful lower house earlier this week, leaving the controversial legislation in limbo.

The upper house debated the bill for more than 13 hours Thursday before adjourning at midnight without clearing it, indefinitely delaying potential passage of the government's "Lokpal," or watchdog, bill.

The lower house passed the anti-graft bill Tuesday after hours of fierce debate with several amendments suggested by opposition lawmakers. The bill becomes a law after both houses of Parliament pass it and send it to the president for her signature.

Parliament will reconvene early next year, though the date is unclear. It must reconvene by March to pass the budget for the next year.

Like the lower house, the upper house saw impassioned, often angry debate, with opposition parties calling the bill weak and ineffective. The government's own allies also had issues with a section of the proposed legislation that allowed the central government to create an anti-corruption ombudsman for the states, who they said should be free to enact their own anti-corruption legislation.

Abhishek Manu Singhvi, a member of the ruling Congress party, accused the opposition of not making any constructive suggestions regarding the law, but "opposing for the sake of opposing."

The legislative showdown was the culmination of months of charged political debate and public protests that brought tens of thousands of middle-class Indians fed up with rampant corruption into the streets and put a scandal-plagued government on the defensive.

Hoping to defuse activist Anna Hazare's anti-corruption crusade, the government initiated debate Tuesday on a bill to create an anti-graft watchdog. But that failed to satisfy Hazare, who began a three-day hunger strike in Mumbai on Tuesday demanding the proposed ombudsman be made more powerful.

Hazare ended his fast Wednesday, a day earlier than planned, citing poor health, but he has vowed to keep fighting to ensure that Parliament passes his stringent version of the legislation.

He said his supporters would travel across the country to campaign against the political parties that did not support his proposals.

Hazare's main complaint with the anti-graft bill before Parliament is that the proposed corruption ombudsman would not have authority over the country's top investigative agency, the Central Bureau of Investigation. He says the ombudsman position would be too weak without that authority.

The legislation covers senior politicians and officials. The prime minister's office is under its purview, but with restrictions. But it gives the ombudsman no powers to conduct independent investigations into complaints of corruption.

Deep-sea glow serves as bait

Marine bacteria light up to get a ride elsewhere

Bioluminescent bacteria glow in the ocean for the same reason roadside eateries display neon signs: They want to attract hungry diners.

New laboratory experiments bolster the longstanding theory that marine bacteria light up to get themselves a free ride to other parts of the ocean in the digestive tracts of larger beasts, scientists from Israel and Germany report online December 27 in the Proceedings of the National Academy of Sciences.

?It?s terrific to see this experiment,? says J. Woodland Hastings, a bioluminescence expert at Harvard University who was not involved in the research. ?It?s nice to see these ideas confirmed.?

Many deep-sea creatures, from bacteria to fish to squid, are bioluminescent ? meaning they generate light inside their bodies through chemical reactions. Different organisms glow for different reasons; the anglerfish, for instance, can light up a lure to attract prey, while some plankton glow to signal possible danger when a boat or swimmer passes nearby.

Bioluminescent bacteria live throughout the ocean, and may have several reasons to explain their built-in glow. More than three decades ago, researchers suggested that one such reason could be to mark the presence of a floating food particle, so that a passing fish would see it and eat it. But no one had tracked this idea all the way to its logical conclusion ? until now.

Margarita Zarubin, a graduate student at the Interuniversity Institute for Marine Sciences in Eilat, Israel, started with a type of luminescent bacterium, Photobacterium leiognathi, found 600 meters deep in the Red Sea. She put one bag of glowing bacteria at one end of a seawater tank, and at the other end she put another bag of bacteria that had a genetic change that kept the microbes dark. Shrimp and other small animals clustered around only the glowing bacteria.

Next she let brine shrimp swim in water with the luminescent bacteria. After two and a half hours, the shrimp themselves began to glow from their microbial dinner. ?We could see the luminescence from inside their guts,? says Zarubin, who did the work while at the University of Oldenburg in Germany and is now with the Hebrew University of Jerusalem.

Then she dropped both glowing and dark shrimp into a flume so they were swept past a hungry cardinalfish; the fish ate only the luminescent shrimp. Finally, the scientists tested the fish feces, and found that the bacteria had passed unscathed through the fish guts and came out intact. The whole process spreads the bacteria through the water faster than they could move otherwise, Zarubin says.?

For their part, the shrimp must balance the benefit of eating a food particle that happens to glow against the drawback of becoming luminescent themselves, thus making themselves more vulnerable to predators. But in deep dark waters where food is scarce, the advantage of getting a snack probably outweighs the disadvantage of potentially being eaten, Zarubin says.

Some animals have pigment in their guts that can block light emission as they digest glowing particles, says Michael Latz, a marine biologist at the Scripps Institution of Oceanography in La Jolla, Calif. Only when the animal pops out a glowing fecal pellet do the bacteria become visible again, signaling another creature to eat them and keep the microbes on the move.

Such deep-sea bacterial recycling could be important for more than just understanding bioluminescence, Latz says. The guts of shrimp and other small marine creatures may serve as a highway for spreading bacterial pathogens throughout the sea, like the one that causes cholera.

Bachmann Does Texas Two-Swipe At Paul & Perry

CRESTON, Iowa (AP) - Republican Michele Bachmann did the Texas two-swipe Wednesday in her push to gain ground before next week?s presidential caucuses in Iowa.

The Minnesota congresswoman, trailing in the race for her party?s presidential nomination, went after Texas Gov. Rick Perry for ?27 years as a political insider? and said Texas Rep. Ron Paul would be ?dangerous as president? because of his hands-off views on national security, especially toward nuclear weapons-seeking Iran.

The aggressive tone underscores Bachmann?s role as a chaser in the final week of campaigning. She has bet heavily on Iowa, where she was born.

Bachmann came hardest at Perry, who this week began a television ad lumping Bachmann with other Washington figures seeking the GOP nomination in his attempt to come off as the outsider in the race.

?Just because he?s held office outside of Washington, D.C., does not mean he is not a political insider. It?s what you do in your office that matters,? she said outside a small-town cafe. ?There aren?t very many politicians who have spent more time paying off political donors than Gov. Rick Perry has.?

Perry has served Texas as a part-time legislator, agriculture commissioner, lieutenant governor and governor.

Bachmann also said Perry has engaged in ?crony capitalism? by helping donors with Texas government contracts or giving them political appointments. And she called Perry a double-dipper for collecting his gubernatorial salary and state pension at the same time.

As for Paul, who is among the candidates leading in Iowa, Bachmann criticized him as misguided about foreign threats to U.S. interests.

?Ron Paul would be a dangerous president. He would have us ignore all of the warning signs of another brutal dictator who wants to wipe Israel off the face of the earth. I won?t. He would wait until one of our cities is wiped off of the map until he reacted. I won?t wait.?

On Wednesday, former House Speaker Newt Gingrich told CNN that he would find it personally difficult to vote for Paul if the Texas congressman were to become the party?s choice to go up against President Barack Obama next fall. Bachmann refused to go that far, dodging two direct questions about her willingness to back Paul later on. ?He won?t win the nomination,? she said.

At stop after stop, Bachmann is casting herself as America?s ?Iron Lady,? the nickname assigned to former British Prime Minister Margaret Thatcher. Bachmann sits on the House Intelligence Committee, which she said gives her a firm grip on world affairs.

Bachmann is nearing the end of a two-week campaign sprint through Iowa?s 99 counties. She expects to hit the final three on Thursday.

US extradites war crimes suspect to Bosnia

(AP) ? The United States has extradited a Muslim Bosnian woman accused of killing Bosnian Croat civilians during the 1990s Bosnian War, authorities said Tuesday.

The prosecutor's office said Rasema Handanovic, 38, has arrived in Bosnia and will appear in front of judges Wednesday.

Handanovic ? who has a son and parents in the U.S. ? was extradited a week after the U.S. handed over her alleged comrade Edin Dzeko, 39, who is accused of taking part in the same killings.

Both are alleged to have belonged to a Bosnian Army unit that attacked the southern Bosnian Croat village of Trusina in 1993, killing 18 civilians. Witnesses say she personally shot some victims in the head.

Handanovic had been living in Beaverton, Oregon, and was arrested in April at the request of Bosnian authorities.

She immigrated to the U.S. and became a citizen in 2002. Dzeko immigrated to the U.S. in 2001, and became a naturalized citizen in 2006. He had been living in Washington state.

U.S. Magistrate Judge Donald C. Ashmanskas had denied Handanovic bail in April while she awaited the ruling on her extradition, saying that she posed a danger to society in the U.S. and Bosnia. Dzeko told a judge at his November extradition hearing in Seattle that he wants to be tried in Bosnia and clear his name.

Handanovic and Everett are accused of killing 16 or 17 people in a tiny mountain village called Trusina on April 16, 1993. Such charges carrying a minimum sentence of 10 years in prison.

The charges are based on the statements of fellow combatants who were given anonymity and state protection by the Bosnian government in exchange for their testimony.

Civil war among Bosnia's three main groups ? Muslims, Serbs and Croats ? broke out in 1992 and lasted until 1995, killing 260,000 people and driving 1.8 million from their homes. Muslims and Croats were allied against the Serbs at the start of the war, but they became enemies when Croat forces sought to capture territory held by the Bosnian army.

War crimes trials have been occurring since the end of the war. The worst atrocity was Bosnian Serbs' slaughter of 7,500 Muslims in Srebrenica in July 1995. The killings galvanized international will to end the war.

The testimony from combatants differs somewhat, but the underlying narrative, included in the prosecution's file, is consistent.

According to it, Handanovic's unit rounded up a group of Croat residents and, along with three captured soldiers from the Croatian military, bound and shot them, the combatants said.

As they lay dying, she "shot into the heads of two or three (Croat) soldiers who were lying on the ground and showing signs of life," a combatant testified. "She might have shot more of them, but I cannot remember now."

New York City taps Donald Trump to run golf course

(AP)? NEW YORK ? New York City has chosen Donald Trump's company to run a new public golf course in the Bronx.

Trump says he hopes to bring prestigious tournaments to the Ferry Point Golf Course. The city plans to open the golf course in 2014 on 222 acres of parkland near the Whitestone Bridge.

Parks and Recreation Commissioner Adrian Benepe (BEHN'-uh-pee) says the Trump Organization has a good record of running golf courses nationwide. It has granted the company a 20-year license agreement to operate the course. The company will build a $10 million clubhouse as part of the deal.

The Trump Organization holds other concessions with the city's parks department. It operates the Central Park Carousel and the Wollman and Lasker ice skating rings, also in Central Park.

The Finnish authorities have impounded an Isle of Man-flagged ship bound for China with undeclared missiles and explosives, officials say.

The MS Thor Liberty left port in Emden, northern Germany, on 13 December and docked two days later in Kotka, southern Finland, to pick up a cargo of anchor chains, said Finnish Customs spokesman Petri Lounatmaa.

It was bound for the Chinese port of Shanghai but there was no indication for whom the military cargo was destined.

Routine checks by Finland?s traffic safety authority revealed a load of up to 160 tonnes of improperly packed nitroguanidine, a low-sensitivity explosive with a high detonation speed.

?Actually in our investigation at the moment, we have got the information that we found 69 Patriot missiles on the ship and around 160 tonnes of explosives,? said Detective Superintendent Timo Virtanen from the Finnish National Bureau of Investigation.

Interior Minister Rasanen said she had not heard of a similar case.

?Of course, there are legal transports of weapons or defence material [through Finland] but in this case the cargo was marked as containing fireworks,? she told Finnish media. ?That is quite unusual.?

Mr Lounatmaa said customs officials and police had launched a joint investigation into a possible breach of Finnish export and weapons trading laws.

He said that the crew of about 32 were being questioned.

Patriot missiles, designed by the US company Raytheon, are supplied to ?US and allied forces?, according to the company?s website. South Korea is among states which deploy them.

In China, a daring few challenge one-child limit (AP)

ZHUJI, China ? Seven months pregnant, Wu Weiping sneaked out early in the morning carrying a shoulder bag with some clothes, her laptop and a knife.

"It's good for me I wasn't caught, but it's lucky for them too," said Wu, 35, who feared that family planning officials were going to drag her to the hospital for a forced abortion. "I was going to fight to the death if they found me."

With her escape, Wu joined an increasingly defiant community of parents in China who have risked their jobs, savings and physical safety to have a forbidden second child.

Though their numbers are small, they represent changing ideas about individual rights. While violators in the past tended to be rural families who skirted the birth limits in relative obscurity, many today are urbanites like Wu who frame their defiance in overtly political terms, arguing that the government has no right to dictate how many children they have.

Using Internet chat rooms and blogs, a few have begun airing their demands for a more liberal family planning policy and are hoping others will follow their lead. Several have gotten their stories into the tightly controlled media, an indication that their perspectives have resonance with the public.

After finding out his wife was expecting a second child, Liu Lianwen set up an online discussion group called "Free Birth" to swap information about the one-child policy and how to get around it. In less than six months, it has attracted nearly 200 members.

"We are idealists," said the 37-year-old engineer from central China, whose daughter was born Oct. 18. "We want to change the attitudes of people around us by changing ourselves."

Freed of the social controls imposed during the doctrinaire era of communist rule, Chinese today are free to choose where they live and work and whom they marry. But when it comes to having kids, the state says the majority must stop at one. Hefty fines for violators and rising economic pressures have helped compel most to abide by the limit. Many provinces claim near perfect compliance.

It's impossible to know how many children have been born in violation of the one-child policy, but Zhai Zhenwu, director of Renmin University's School of Sociology and Population in Beijing, estimates that less than 1 percent of the 16 million babies born each year are "out of plan."

Liu thinks his fellow citizens have been brainwashed. "They all feel it's glorious to have a small family," he said. "Thirty years of family planning propaganda have changed the way the majority of Chinese think about having children."

The reluctance to procreate is also an issue of growing concern for demographers, who worry that the policy combined with a rising cost of living has brought the fertility rate down too sharply and too fast. Though still the world's largest nation with 1.3 billion people, China's population growth has slowed considerably.

"The worry for China is not population growth ? it's rapid population aging and young people not wanting to have children," said Wang Feng, director of the Brookings-Tsinghua Center for Public Policy, a joint U.S.-China academic research center in Beijing.

Wang sees a looming disaster as the baby boom generation of the 1960s heads into retirement and old age. China's labor force, sharply reduced by the one-child policy, will struggle to support them.

He argues that the government should allow everyone at least two children. He thinks many Chinese would still stop at one because of concerns about being able to afford to raise more than that.

Penalties for violators are harsh. Those caught must pay a "social compensation fee," which can be four to nine times a family's annual income, depending on the province and the whim of the local family planning bureau. Parents with government jobs can also lose their posts or get demoted, and their "out of plan" children are denied education and health benefits.

Those without government posts have less to worry about. If they can afford the steep fee and don't mind losing benefits, there's little to stop them from having another child. There's popular anger over this favoring of the wealthy but not much that ordinary people can do about it, since the policy is set behind closed doors by the communist leadership in Beijing.

In 2007, officials in coastal Zhejiang province threatened to start naming and shaming well-off families who had extra kids, but the campaign never got off the ground, possibly because it threatened to tarnish the reputations of too many well-connected people.

Hardest hit by the rules are urban middle class parents with Communist Party posts, teaching positions or jobs at state-run industries.

Li Yongan was ordered to pay 240,000 yuan ($37,500) after his son was born in 2007 as he already had a 13-year-old daughter. After refusing to pay the fee, Li was denied a household registration permit for his son, forcing him to pay three times more for kindergarten.

He was also barred from his job teaching physics at a state-run university in Beijing. "I never regret my second child, but I have been living with depression and anger for years," said Li, who struggles to make ends meet as a freelance chess teacher.

Of course, there are surreptitious, though not foolproof, ways to evade punishment: paying a bribe or falsifying documents so that, for instance, a second child is registered as the twin of an older sibling. Or, sometimes second babies are registered to childless relatives or rural families that are allowed to have a second child but haven't done so.

Wu, the woman who made the early morning escape, said she never intended to flout the one-child rule. She had resorted to fertility treatments to conceive her first child ? a daughter nicknamed Le Le, or Happy ? so she was stunned when a doctor told her she was expecting again in August 2008.

The news triggered a monthlong "cold war" with her husband, Wu said. Silent dinners, cold shoulders. She wanted to keep the baby. He didn't. After a few weeks, he came around, she explained with a satisfied smile.

But family planning officials insisted on an abortion. The principal at her school also pressured her to end the pregnancy.

Desperate, she went online for answers ? and was led astray.

At her home on the outskirts of Zhuji, a textile hub a few hours south of Shanghai, the energetic former high school teacher recounted how she divorced her husband, then married her cousin the next day, all in an attempt to evade the rules.

The soap-opera-like subterfuge was meant to take advantage of a loophole that allows divorced parents to have a second child if their new spouse is a first-time parent.

Wu had helped raise her cousin, who is 25 and 10 years younger than her, and when she asked if he would marry her to help save the baby, he agreed.

The divorce, on Sept. 27, 2008, involved signing a document and posing for a photo. It was over in just a few minutes. The next day's marriage was similarly swift.

"I remember I was very happy that day," Wu said holding the marriage certificate with a glued-on snapshot of the cousins. "Because I thought I'd figured out a way to save my baby."

But her problem wasn't over. When the newlyweds applied for a birth permit, officials informed them conception had to take place after marriage. They were told to abort the baby, then try again. Wu was back to square one.

A popular option that was out of reach for Wu economically is to have the baby elsewhere, where the limits don't apply. Some better-off Chinese go to Hong Kong, where private agencies charge mainland mothers hundreds of thousands of yuan (tens of thousands of dollars) for transport, lodging and medical costs.

The number giving birth in Hong Kong reached 40,000 last year, prompting the territory to cap the number of beds in public hospitals they are allowed from 2012. However, parents of kids born abroad face the bureaucratic hurdles of foreigners, having to pay premiums for school and other services.

In the end, Wu also fled, but not as far as Hong Kong. Three months from her due date, she kissed her baby daughter goodbye, telling her she was going on vacation, and hopped an early morning train to nearby Hangzhou. There she switched to another train bound for Shanghai, hoping the roundabout route would throw off anyone trying to tail her.

In Shanghai, Wu used a friend's ID to rent a one-room apartment with shared bathroom and kitchen. It was tiny and not cheap for her, 700 yuan ($107) a month, but it was across from a hospital that allowed her to register without a government-issued birth permission slip and it had an Internet connection.

Wu had never used email, so her husband ? the real one ? set up a password-protected online journal that he titled "yixiaobb," or "one tiny baby." She posted to the journal up to nine times a day, describing where she was living without ever revealing her exact location. She prefaced every entry with a capital M for mother, and added a number to mark how many messages she wrote in a day. Using the same journal, her husband wrote to her, coding his messages with an F.

It felt like an invisible tether linking Wu to her husband. He didn't know where she was, but knew she was OK. Shortly before her due date, she asked him to come to Shanghai, and he was present for the birth of their son.

More than two years later, she and her former husband, the father to both her children, have yet to remarry ? hoping it will legally shield him from any future punishment.

The marriage with her cousin was easily dissolved after they discovered it was never valid, because marriages between first cousins is illegal in China.

Wu was fired from her job as a public school teacher because of the baby, and her ex-husband, who is also a teacher, was demoted to a freelance position at his school. Though told she has been assessed a 120,740 yuan ($18,575) social compensation fee, Wu has refused to pay.

Enforcers of the family planning limits showed up at their house in July, and again in November, threatening legal action. Wu is afraid their property might be confiscated or that she or husband might end up in detention, but she doesn't want to pay the fine because she doesn't believe she's done anything wrong.

"I don't think I've committed any crime," she said. "A crime is something that hurts other people or society or that infringes on other people's rights. I don't think having a baby is any kind of crime."

Snow, wind, rain cause holiday travel worries (Reuters)

DENVER (Reuters) ? Snowfall in the Rockies, strong winds in the West and soaking rain in the South caused problems for holiday travelers on the first official day of winter, forecasters said on Thursday.

A snowstorm swept across Colorado overnight, dumping up to 10 inches of snow in the Denver metropolitan area and up to two feet of snow in the foothills west of the city, according to the National Weather Service.

The storm snarled rush-hour traffic in the Denver area, and roads from Wyoming to the New Mexico border remain snow-packed and icy, said Mindy Crane, spokeswoman for the Colorado Department of Transportation.

"It's affected the whole urban corridor," Crane said.

More than 100 regional commuter flights from rural airports had been canceled at Denver International Airport, but all runways were open, said airport spokeswoman Laura Coale.

The early winter snowfall is a boon to Colorado's ski resorts for the upcoming busy holiday season. The fresh snow and warmer temperatures forecast for the weekend will make for optimum skiing conditions, said Mistalynn Lee, spokeswoman for the Winter Park ski resort west of Denver.

"Christmas came early," she said.

The dangers of heavy snowfall to travelers in some parts of the country were highlighted by the rescue of a college student stranded in her car for nine days on a barren northern Arizona road was rescued after living on candy bars and melted snow.

Arizona State University student Lauren Weinberg, 23, was found Wednesday by two U.S. Forest Service employees patrolling on snowmobiles, Coconino County Sheriff's Office patrol Lieutenant Jim Coffey said.

The discovery came the same day a Texas family was rescued from their sports utility vehicle, trapped for at least 36 hours under heavy snow in New Mexico, police said.

Heavy snowfalls were again developing over New Mexico, with 12 to 18 inches of snow expected on Thursday afternoon and evening in the mountains, said National Weather Service meteorologist Mark Wiley.

Some three to five inches of snow are expected in the western part of the state, he said.

Wiley said travel could be hampered, though the winds were not likely to be as strong as the 35-40 mph winds that blew snow around earlier this week, shutting down highways in New Mexico and nearby states.

Wind gusts also affected Southern California on Thursday, where forecasters warned travelers they should use extra caution as gusts up to 60 mph would make driving difficult over the holiday weekend. The Weather Service advised motorists to watch for broken tree limbs and downed power lines.

By Friday afternoon and Saturday morning, Wiley said, the snow storm is expected to move into north Texas, where two to four inches of snow could fall.

Heavy rain and thunderstorms in Louisiana, Mississippi, Alabama and Tennessee also could disrupt flights, said AccuWeather.com senior meteorologist Paul Walker.

Persistent rain was falling in Memphis early on Thursday and moving across the state.

"There will be a lot of rainfall today, with the areas south and east of us getting one to three inches," said Trevor Boucher, a National Weather Service meteorologist in Nashville.

Most of the more violent weather -- thunder and lightning storms -- will stay south of Tennessee, he said.

The showers will move into the Northeast, bringing heavy rains and thick fog overnight to New York, Washington and Philadelphia, Walker said.

"There's going to be some snow up into northern New England, north of Boston," Walker said.

Obama campaign returns cash from MF Global's Corzine (Reuters)

CHICAGO (Reuters) ? President Barack Obama's campaign has returned some $70,000 in contributions made by embattled MF Global chief Jon Corzine and his wife, a campaign official said on Friday.

Corzine, a former Democratic senator, governor of New Jersey and one-time leader of Goldman Sachs, was one of the top so-called "bundlers" and surrogates for the campaign, leveraging his elite network to lump together donations to benefit the Democratic incumbent's re-election bid.

As of early last month, the former Goldman Sachs chief had raised donations of at least $500,000 for Obama's 2012 effort.

The campaign said in early November it would return the donations made by Corzine if he were charged with any wrongdoing. The campaign severed ties after Corzine's securities firm imploded and he agreed to testify before a congressional committee about $1.2 billion in missing investor funds.

Corzine and his wife each contributed $30,800 to the Democratic National Committee and $5,000 to Obama's campaign, the maximum amounts that individuals are allowed to give, according to campaign finance records.

Corzine held a $35,800-a-head fund-raising dinner for Obama at his home in April.

The Obama campaign and the DNC have together raised more than $150 million, far outstripping the Republicans vying for the nomination to run against Obama as he seeks re-election next year.

Together, 357 top fundraisers are directing at least $55,900,000 toward Obama's re-election effort, money that has gone into the coffers of his campaign as well as the DNC, according to the Center for Responsive Politics.

No. 1 Syracuse beats NC State 88-72 (AP)

RALEIGH, N.C. ? Dion Waiters scored a career-high 22 points to help No. 1 Syracuse beat North Carolina State 88-72 on Saturday.

Scoop Jardine added 16 points for the Orange (11-0), including a pair of 3-pointers during an 11-2 spurt that finally gave them some cushion after the Wolfpack fought back from a 17-point deficit late in the first half. Waiters also came up big during that run, starting it by knocking down his own 3-pointer to answer one by Scott Wood that brought N.C. State (6-4) within 63-61.

Waiters also jumped a pass and raced in for a dunk, then Jardine closed the spurt with another 3 to push the lead to 74-63 with 6:41 left.

It was a good road test for Syracuse, which was playing for the first time as No. 1 this season ? as well as its first game outside its home state.

The Orange trailed by eight early before Waiters scored 10 points during a game-turning 23-0 run that silenced a rowdy sellout crowd and helped Syracuse take a 47-33 halftime lead. But the Wolfpack charged out of halftime with a 13-1 run to get back in it and even twice tied the game to re-energize the home crowd ? only to see Waiters and Jardine knock down huge shots to take back control.

C.J. Williams scored a career-high 25 points for N.C. State, which has frequently had nearby rivals Duke and North Carolina come into Raleigh with a No. 1 ranking. But this was the first time a nonconference No. 1 had come here since February 1979 and just the second time in program history, creating a far more lively environment than usual for a Christmas-time matchup.

Kris Joseph scored 21 points for Syracuse, which shot 57 percent and hit 11 of 25 3-point tries. N.C. State was even better at 58 percent and made 7 of 14 3s, but the Wolfpack committed 19 turnovers that led to 25 points for Syracuse. In addition, Waiters' huge scoring day helped the Orange reserves outscore the Wolfpack reserves 46-4 for the game.

N.C. State fell to 5-26 against No. 1 teams, with its last win coming in 2004 against Duke.

FACT CHECK: Gingrich off on his budget history (AP)

WASHINGTON ? Newt Gingrich overlooked a couple of years of red ink when he asserted Thursday night that he balanced the budget for four years as House speaker. And in claiming sole credit for the achievement, he glossed over the fact that budgets are not a one-man show: There was a Democratic president in town, too.

In the last debate before the leadoff Iowa Republican presidential caucuses, Gingrich persisted in repeating a claim he has made often in the campaign, sometimes more accurately than others. Here and there, other candidates, too, reprised misstatements or partial truths from the string of debates and from the stump. Mitt Romney once again declared he has spent his life in the private sector, once again ignoring his years as governor and political candidate.

A look at some of the claims in the debate and how they compare with the facts:

GINGRICH: "I balanced the budget for four straight years, paid off $405 billion in debt ? pretty conservative."

THE FACTS: In the 1996 and 1997 budget years, the first two years he shaped as speaker of the House of Representatives, the government actually ran deficits. In 1998 and 1999, the government ran surpluses. Two more years of surpluses followed, but Gingrich was gone from politics by then and had nothing to do with them.

Moreover, the national debt went up during the four years Gingrich was speaker. In January 1995, when he became speaker, the gross national debt was $4.8 trillion. When he left four years later, it was $5.6 trillion, an increase of $800 billion.

To be sure, Gingrich did not single-handedly deepen America's debt, just as he didn't balance any budgets on his own. He was a driving force along with Democratic President Bill Clinton and figures in both houses of Congress in the economic setbacks and advancements of that time.

ROMNEY: "I spent my life, my career, in the private sector."

THE FACTS: Except, that is, for four years as Massachusetts governor, recent years running for president in the 2008 and 2012 elections, a few years running the Olympics, and the time he put into his failed run for a Senate seat in 1994.

In essence, Romney has devoted himself to political endeavors since his successful run for governor in 2002, and has been pursuing the presidency for five years.

The month after his term as governor ended in 2007, he announced his campaign for the Republican presidential nomination. After John McCain defeated him for the nomination, Romney devoted himself to building a political network, helping Republican candidates raise money, and writing a book that set the stage for his second run for president.

Indeed, Romney, who made his fortune as founder of the investment firm Bain Capital, has not held a private-sector job with a regular paycheck in more than a decade.

MICHELE BACHMANN: "We have an IAEA report that just recently came out that said literally Iran is within just months of being able to obtain that (a nuclear) weapon."

RON PAUL: "There is no U.N. report that said that. It's totally wrong, what you just said."

Bachmann: "It's the IAEA report."

THE FACTS: As Paul said, the report of the International Atomic Energy Agency does not state that Iran is within months of having nuclear arms. The U.N. agency report does suggest that Iran conducted secret experiments whose sole purpose is the development of nuclear weapons but did not put a time frame on when Iran might succeed in building a bomb, and it made no final conclusion on Tehran's intent.

Bachmann also erred by arguing that Iran has "stated they will use it (a nuclear weapon) against the United States."

Iran vehemently rejects that it is developing a nuclear bomb, let alone that it plans to drop one on the U.S.

ROMNEY: "I'm firmly in support of people not being discriminated against based upon their sexual orientation. At the same time, I oppose same-sex marriage. That's been my position from the beginning."

THE FACTS: In large measure, Romney has been consistent in those two positions, despite accusations of flip-flopping on gay rights.

He walked a fine line back in his failed 1994 Senate campaign, vowing to fight for equality but stopping short of endorsing gay marriage. That's the same line he walked Thursday night.

He has changed, though, on whether gay marriage should be addressed at the state or federal level. He has favored a constitutional amendment banning gay marriage at least since the beginning of his 2008 presidential bid, when he was the only major Republican candidate to do so. In 1994, he had said the matter should be decided by individual states. That was before the idea of a constitutional ban had gained traction in politics.

BACHMANN: "After the debates that we had last week, PolitiFact came out and said that everything I said was true."

THE FACTS: Not true.

For the second debate in a row, Gingrich complained that Bachmann wasn't getting her facts straight, this time when she went after him for the big money he made from Freddie Mac. In her own defense, Bachmann cited ratings from PolitiFact, a fact-checking organization that ranks statements on a scale from true to false, with the worst offender being "Pants on Fire" false.

PolitiFact rated two Bachmann statements from last week's debate. One, claiming Gingrich once believed in an individual health care mandate, was ranked mostly true. The other, that Romney introduced "socialized medicine" in his state, was judged burning-pants false.

Indeed, Bachmann has the worst record of accuracy in the Republican field, as rated by that organization and traced by others. Fully 73 percent of her statements checked by PolitiFact were judged mostly false or worse. Gingrich was wrong the next most often, 59 percent of the time.

Amid Congo election dispute, rival candidates carefully plan confrontation

Congolese President Joseph Kabila and opposition leader Etienne Tshisekedi both claim to have won the Nov. 28 elections. Tshisekedi is now calling for street protests.

Congo could be at risk of another round of violence, as the two men who both claim to be president of the country draw up strategies of confrontation.

President Joseph Kabila and opposition leader Etienne Tshisekedi each claim to have won the Nov. 28 ballot, the second in the country?s history since the fall of the dictator Mobutu Sese Seko in 1998. Election observers have called the recent elections ?seriously flawed,? and ?lacking credibility.? Even President Kabila admits that ?mistakes? were made, but says that the number of disputed ballots would still not deny him a victory.

Official results from the Independent National Electoral Commission (CENI), gave Kabila the victory, with 49 percent of the vote, compared with Mr. Tshisekedi?s 32 percent.

It all comes down to mathematics: If the opposition can come up with enough disputed or missing votes, 1.5 million, it can claim victory.

Opposition leader Tshisekedi, whose party the Union for Democracy and Social Progress is conducting its own vote tally from polling station results, has meanwhile called for ?peaceful and democratic demonstrations.? Neither Tshisekedi nor Kabila appear to be reaching out to each other for a negotiated solution, and diplomats are working behind the scenes to prevent a clash that could cost civilian lives.

In Kinshasa, US Amb. James Entwistle cast doubt on the official CENI final results, telling the Reuters news agency, "The United States believes that the management and technical execution of these elections were seriously flawed." The elections, he said, ?lacked transparency and did not measure up to the positive democratic gains we have seen in recent African elections."?

While Africa has witnessed a kind of democratic renaissance in recent years with the end of authoritarian regimes such as Zimbabwe, Sudan, and Uganda, disputed elections still have the potential for horrific violence. In Kenya, after the disputed Dec. 27, 2007, elections, more than 1,300 people were killed and 300,000 displaced before the two main parties agreed to sit down and negotiate their way into a power-sharing agreement. In Cote D?Ivoire, the Nov. 2010 election gave a clear victory to opposition Alessane Ouattara, but President Laurent Gbagbo?s refusal to step down pushed the country dangerously close to civil war.

Watchdogs: Perry team might have violated campaign finance laws ...

Two watchdog groups Thursday called on the Federal Election Commission to look into possible infringements by Republican presidential candidate Rick Perry?s campaign and a pro-Perry super-PAC.
?
Make Us Great Again might have shared videos produced by the political action committee with the Perry campaign for free or might not have charged the correct amount, Campaign Legal Center and Democracy 21 said in a news release.
?

?The Perry campaign is prohibited from accepting such in-kind contributions with a value exceeding the $2,500 contribution limit and, further, Super PACs are prohibited altogether from making contributions to candidates,? Campaign Legal Center attorney Paul Ryan said in the release.
?
?It appears the Perry campaign and Make Us Great Again likely violated these laws and the FEC needs to investigate.?
?
The two groups, which plan to file a complaint urging investigation with the commission, cite Politico reports as evidence that the groups shared campaign footage.?Three portions of footage used in campaign ads created by Make Us Great Again were also used by Perry?s campaign, the release states.
?
The Texas governor?s campaign pulled the footage from the public domain, a spokesman for the campaign told The Hill.
?
Super-PACs, also known as independent expenditure-only committees, are prohibited from donating to or coordinating with candidates.?The gift of video production, valued at more than $2,500, would constitute an in-kind donation and likely break general finance laws as well.
?
?The use by the Perry presidential campaign of the same video footage contained in an ad run by the Super PAC supporting Governor Perry raises serious concerns about whether the Super PAC is really independent from the Perry campaign, as required by law,? Democracy 21 President Fred Wertheimer said in a news release.

Make Us Great Again is headed by former Perry Chief of Staff Mike Toomey and filed with the commission to be an independent expenditure-only committee at the end of July. Paul Kilgore is treasurer for the group.

Physical fitness trumps body weight in reducing death risks, study finds

ScienceDaily (Dec. 5, 2011) ? If you maintain or improve your fitness level -- even if your body weight has not changed or increased -- you can reduce your risk of death, according to research reported in Circulation: Journal of the American Heart Association.

In a study of 14,345 adult men, mostly white and middle or upper class, researchers found that:

  • Maintaining or improving fitness was associated with a lower death risk even after controlling for Body Mass Index (BMI) change.
  • Every unit of increased fitness (measured as MET, metabolic equivalent of task) over six years was associated with a 19 percent lower risk of heart disease and stroke-related deaths and a 15 percent lower risk of death from any cause.
  • Becoming less fit was linked to higher death risk, regardless of BMI changes.
  • BMI change was not associated with death risks.

BMI is a measurement based on weight and height (kg/m2). MET measures the intensity of aerobic exercise -- specifically, the ratio of metabolic rate during a specific physical activity to a reference rate of metabolic rate at rest.

"This is good news for people who are physically active but can't seem to lose weight," said Duck-chul Lee, Ph.D., the study's lead researcher and physical activity epidemiologist in the Department of Exercise Science at the University of South Carolina's Arnold School of Public Health in Columbia. "You can worry less about your weight as long as you continue to maintain or increase your fitness levels."

Results of the study underscore the importance of physical inactivity as a risk factor for death from heart disease and stroke, said researchers. Researchers also found no association between changes in body fat percentage or body weight and death risk.

Participants, who were an average 44 years old, were part of the long-term, large-scale Aerobics Center Longitudinal Study. They underwent at least two comprehensive medical exams.

Researchers used maximal treadmill tests to estimate physical fitness (maximal METs), and height and weight measurements to calculate BMI. They recorded changes in BMI and physical fitness over six years.

After more than 11 years of follow-up, researchers determined the relative risks of dying among men who lost, maintained or gained fitness over six years. They accounted for other factors that can affect outcomes, including BMI change, age, family history of heart disease, beginning fitness level, changes in lifestyle factors such as smoking and physical activity, and medical conditions such as high blood pressure or diabetes.

One possible explanation for these results: about 90 percent of the men were either normal weight or overweight at the beginning of the study. Among obese people, changes in BMI might have a significant effect on death risks. So it's unclear whether these results would apply to severely obese people, Lee said.

A BMI score under 25 is considered healthy, 25 to less than 30 is overweight, and 30 or greater is obese.

Because the study was mostly done in white middle and upper class men, it's difficult to know whether the results apply to other racial and socioeconomic groups. Women would likely have similar results as the men in the study, Lee said.

Instant View: Exit polls show Putin's party suffers big decline (Reuters)

MOSCOW (Reuters) ? Two exit polls showed that Prime Minister Vladimir Putin's ruling party suffered a big decline in support in a parliamentary election on Sunday, winning less than half of votes cast.

Following are reactions to the exit polls:

VLADIMIR PUTIN, PRIME MINISTER

"Despite all the difficulties and responsibility placed on the (United Russia) party's shoulders, our voters, our citizens have preserved it as the leading political party.

"This is an optimal result which reflects the real situation in the country... Based on this result we can guarantee stable development of our country."

DMITRY MEDVEDEV, PRESIDENT AND HEAD OF UNITED RUSSIA PARTY LIST

"We need to get a functional Duma which will not be swamped with controversies . for that we need a powerful, strong United Russia faction and we need to have friendly relations with our partners in the State Duma."

"In any case, taken the more complicated configuration of the Duma, we will have to enter in to coalitions and agreements (with other parties) on certain issues. This is normal, this is what parliamentarianism and democracy are about."

BORIS GRYZLOV, HEAD OF THE RULING COUNCIL OF UNITED RUSSIA

"We are watching and hope that we shall get a majority of the mandates in the Duma."

"We received support from the electorate... We can say that United Russia remains the ruling party."

"I congratulate you all and thank the electorate again."

GENNADY ZYUGANOV, COMMUNIST PARTY LEADER

"Despite their efforts to break public opinion, the country has refused to support United Russia."

"The country has never seen such a dirty election, even during the depth of the collapse under President Boris Yeltsin."

"I think the real percentage of votes United Russia received was from 35 to 45 percent.

I think that the March (presidential) election will turn into an even bigger political crisis, disappointment, frustration, with even more dirt and disenchantment, and an even bigger protest vote."

"It shows a loss of prestige for the party and the country's leaders. They are more despised mow than respected.

"I think there is a trend of the authorities' legitimacy falling, primarily Putin's.

"Although the people are not inclined to aggressive and violent behaviour, can the "new old" authorities run the country with a slump in ratings and not being ready to shoot? I do not know if it is possible to run a country where everyone hates you."

Hsieh PJM OpEd: Screening For Cancer vs. Screening For Terrorists

The November 30, 2011 edition of PJMedia has published my latest OpEd, "Screening For Terrorists vs. Screening For Cancer".

My theme is that the seemingly contradictory policies of the government of terrorist screening vs. cancer screening actually demonstrate a common theme.

Here is the opening:

As the holiday travel season approaches, millions of American air passengers will become painfully reacquainted with Transportation Security Agency (TSA) screening measures. Passengers must submit to either medically unnecessary X-rays or intrusive gropings.

Yet in the realm of health care the federal government has adopted a new policy of discouraging routine screening tests for many cancers. Although these two policies may seem superficially contradictory, they demonstrate an underlying common theme of the government seeking ever-greater control over our bodies and our freedom.

In particular:
Our government currently tells air travelers, "Submit to our screening despite the dubious effectiveness, bodily invasion, and needless emotional distress" while simultaneously telling patients, "Don't undergo cancer screening because it might lead to further bodily invasion and emotional distress."

Despite this seeming contradiction, in both cases the government is really saying, "We'll decide who can do what with your body." The American founding fathers would never have imagined that the federal government would someday presume to restrict citizens' medical or travel freedoms in such a fashion.
